Head. 7.92mm Mauser rifle bullet can not shatter human body (Wehrmacht did not use explosive bullets) - only a human head (at point blank range bullet goes right through the body). And it did shatter - the book "Ordinary Men" (about mass murder committed by OrPo Battallion 301) provides a horrific description of how it happened.

The cartridge, actually. The 7.92 bullet goes right through human body, leaving just a small nice hole. But when it hits the skull, it shatters it into many pieces. If you are seriously interested in this, I highly recommend the excellent book by Christopher R. Browning’ "Ordinary Men: Reserve Police Battalion 101 and the Final Solution in Poland'. It is a non-fiction (documentary) book and it is based on the documents of the trial of these characters in West Germany in 1960's.

One of the first chapters (the second one, if I remember correctly) provides a very detailed account of extermination of about 1,800 Jews in a Polish village. Including the results of shooting from Karabiner 98k into the head point blank. 7.92×57mm Mauser cartridge was by far the most powerful rifle cartridge in WW2 so it was utterly devastating.
